府中刑務所 【時系列修正版】

今回の仕事現場は東京都の府中刑務所です。

普通では入れない場所なので、仕事をしながら仕入れた 情報を掲載したいと思います。
作業受付でスマホは預けるので中では写真が撮れないので文章中心になります。

The work site this time is Fuchu Prison in Tokyo. It’s a place you can’t normally go into, so I’d like to post the information I acquired while working. I leave my smartphone at the reception desk, so I can’t take pictures inside, so I’ll mostly be writing.

何時もと違う (2006年4月初旬) Different than usual

通常工事の場合は客先での作業中は、お客様の邪魔にならないように加工場所の設定や材料の置き場 、お客様の通行がある時は作業を一次中断することになるのが普通ですが、ここでは私達が優先です、囚人さん達が団体で通り掛かると、看守さんが作業の邪魔をしない様に歩け!という指示が飛びます。こちらは、つい何時もの癖で避けてしまいます。 だいぶ慣れましたが、何か変な気分です。

In the case of normal construction work, while working at a customer’s site, it is normal to set up the processing area and store materials so as not to disturb the customer, and to temporarily suspend the work when customers are passing by. We have priority here, and when a group of prisoners passes by, the guards tell us to walk so as not to interfere with the work. An instruction will appear. I always avoid this out of habit. I’ve gotten used to it, but it still feels strange.

やります (2006年4月中旬)

ここは、何でも囚人さん達がやります。
トイレ掃除(当たり前)、所内掃除、自分達の服の洗濯(凄い量です3000人分)、自分達の 食事、庭の造園などです。 月曜~金曜日は作業所で色々な物を作っています。有名なのは革製品や 家具類ですが、その他にもモーターのコイル巻き、エアーフィルター作成など多岐に渡っています。

(Mid April 2006) The prisoners do everything here. They clean the toilets (of course), clean the office, wash their own clothes (a huge amount for 3,000 people), prepare their own meals, and landscape the garden. From Monday to Friday, I make various things at my workshop. The company is famous for its leather goods and furniture, but it also produces a wide range of other products, including motor coil winding and air filter creation.

仕事時間 (2006年4月中旬)

ここでの作業時間は短いです。朝は8時15分頃から入場手続きをして現場に 9時に到着。立会い者が二人付いての作業で立会い者の目の届く範囲内だけしか自由に移動できません。11時30分になると全ての材料と工具と一緒に塀の外に出なければなりません。 午後は現場に付くのは13時30分ころ、15時30分過ぎには片付けを始めて16時30分 までに塀の外に出ます。ということで一日4.5時間の作業時間しかありません。進捗は普通の仕事の半分程度です。

(Mid April 2006) The working time here is short. He went through the entrance procedures around 8:15 in the morning and arrived at the site at 9:00. There are two people to witness the work, so you can only move freely within the range of the witness. At 11:30, you must be outside the fence with all materials and tools. In the afternoon, we arrive at the site around 1:30 p.m., begin cleaning up after 3:30 p.m., and are out of the fence by 4:30 p.m. So I only have 4.5 hours of work time per day. The progress is about half of normal work.

音楽会 (2006年4月下旬)

今日は土曜日、正門前の駐車場に何時もより沢山の車が有りました。大物でも出所するのかと 思いきや、手に手に楽器ケースを持っています。 守衛さんに聞いたら、月に一度の楽団による演奏会らしく、 ほとんどの囚人さんが、この演奏を聞くらしいです。

(Late April 2006) Today was Saturday, and there were more cars than usual in the parking lot in front of the main gate. I thought even a big shot would be released from prison, but he was holding an instrument case in his hand. When I asked the guard, he told me that the band holds a concert once a month, and that most of the prisoners listen to this performance.

出所 (2006年4月下旬)

4月の日曜の朝、あるヤクザの幹部が出所して行くのを目の当たりにしました。 作業の為入場待ちしていると、白色セルシオや白色系ワゴン車が4、5台駐車場に 入って来て怖そうな人が降りて来た。暫くすると囚人さんが独り出所して彼らの前に 歩いて行き深深とおじぎして、出迎えの人たちに「ご苦労さんでした」「お疲れ様でした」 と声を掛けられていた。最後にベージュの背広を着た優しそうなオジサンにポンポンと 肩を叩かれながら車に乗り込んで行きました。
映画で見た様なシーンの生バージョンでした。

(Late April 2006) On a Sunday morning in April, I witnessed a yakuza leader being released from prison. As I was waiting to get in for work, four or five white Celsiors and white wagons pulled into the parking lot and a scary-looking person got out. After a while, the prisoner was released alone, walked up to them, bowed deeply, and was greeted by people who greeted him and said, “Thank you for your hard work” and “Thank you for your hard work.” Finally, I got into the car while being patted on the shoulder by a kind-looking old man wearing a beige suit. It was a live version of the scene you saw in the movie.

受刑者 (2006年4月下旬)

ここは、再犯以上の囚人さんの刑務所で、主にヤクザさんが収監されています。先日週刊誌に載っていた、 現在山口組6代目が収監されているらしいです。ビップ待遇で看守さんも専属で他の囚人 さん達と接することなく受刑しているとのことでした。

(Late April 2006) This is a prison for repeat offenders and above, mainly yakuza. The other day it was published in a weekly magazine that the 6th generation of the Yamaguchi-gumi is currently in prison. I was told that the prisoners were treated as VIPs, and the guards were exclusive to them, so they had no contact with other prisoners.

面会人 (2006年4月下旬)

面会人は結構頻繁に来るのですが、女性は結構美人(美形)系が多いです。 ヤクザさん達は美人が好きみたいですね。

(Late April 2006) I have visitors quite often, and most of the women are quite beautiful. Yakuza guys seem to like beautiful women.

運動 (2006年5月上旬)

運動(体を動かす事)は万人にとって大事な事です、囚人さん達も晴れた日には運動場で、体を動かします。 ミニテニスみたいなもの、ジョギング、ストレッチ、各人それぞれです。雨の日は体育館になります。
ところが、狭いところでしか運動出来ない囚人さん達がいます。それは独房に居る囚人さんです。みかんを横に カットした物を想像してください。そのミカンの1房が運動場所になっている建物で体を動かします。運動する時も独りなのです。

(Early May 2006) Exercise (moving your body) is important for everyone, and on sunny days, prisoners also exercise in the playground. Something like mini-tennis, jogging, stretching, etc. It’s different for each person. On rainy days, it becomes a gymnasium. However, there are prisoners who can only exercise in small spaces. It’s a prisoner in solitary confinement. Imagine him cutting a mandarin orange on the side. We exercise in a building where one bunch of oranges is used as an exercise area. Even when I exercise, I am alone.

自動車整備 (2006年5月上旬)

以前、作業所があって色々な物を造っていると書きましたが、新しい物を発見しました。
それは、自動車整備工場です。民間の整備工場の出張所みたいな運営をしているようで、 整備工場の工員を囚人さん達がやっているのです。

(Early May 2006) I previously wrote that I have a workshop where I make various things, but I discovered something new. It’s an auto repair shop. It seems to be run like a branch office of a private repair shop, with prisoners working as maintenance shop workers.

独房ゆき (2006年5月上旬)

前回独房の話をしましたが、今日の作業はその独房内の工事をしました。
何故独房に入るかというと、集団生活が出来ない、強調性に乏しい等がその理由です。 運動も独り、作業も独房で独り、風呂も独り、なのです。刑の重い軽いや受刑期間が長い 短い等は関係ないのです。辛い刑務所も皆で和気藹々と暮らせば少しは楽しいでしょうに。

(Early May 2006) Last time I talked about solitary confinement cells, and today’s work involved construction work inside the solitary confinement cells. The reasons why prisoners are placed in solitary confinement are that they are unable to live in a group and lack the ability to emphasize others. He exercises alone, works alone in his cell, and takes a bath alone. It doesn’t matter whether the sentence is severe or light, or whether the period of imprisonment is long or short. It would be a little more fun if we could all live together harmoniously even in a difficult prison.

環境 (2006年5月上旬)

牢屋の内部は、おおよそテレビや映画で見た通りでした。一つ ビックリしたのは、一部屋に一台テレビが設置されている事です。冷暖房設備はは昔から 無いそうです。

The inside of the prison was roughly the same as seen on TV and movies. One thing that surprised him was that there was one TV in each room. It seems that there has been no air conditioning or heating equipment for a long time.

休みの日 (2006年5月中旬)

受刑者は自分に向いた作業に従事しますが、土、日は作業や運動はしません。 牢屋の中にいて、思い思いに読書や転寝している様子です。でも、食事係りだけは 作業しています。

Inmates engage in tasks that suit them, but do not work or exercise on Saturdays and Sundays. It looks like he’s in the prison, reading books or lying down at his leisure. However, only the meal staff is working.

テレビの番組 (2006年5月中旬)

2つ前にで部屋にテレビが1台づつあると書きました。その放映内容は全て録画したドラマを 全館同じ時間帯に放映しているそうです。
ニュース系は放映しないそうです。

(Mid May 2006) Two posts ago, I wrote that there was one TV in each room. It seems that all the dramas that are broadcast are recorded and are broadcast at the same time in all theaters. News channels will not be broadcast.

病気になったら (2006年5月中旬)

今日は病舎の作業でした。病舎は3階建てですが、病院として使用しているのは 1階部分で2,3階は一般牢屋と同じです。
もちろん、囚人さん達が病気になった時に此処に入るのですが、本当に病気の囚人さんは 数える程、殆どが仮病らしいです。
病舎の廊下の奥の方に扉で仕切られた10部屋が結核患者の病室でした。

Today I was working on a hospital building. The hospital building is a three-story building, but the first floor is used as a hospital, and the second and third floors are used as a general prison. Of course, prisoners come here when they are sick, but there are only a handful of prisoners who are really sick, and most of them seem to be pretending to be sick. The 10 rooms separated by doors at the back of the hallway of the hospital building were the rooms for tuberculosis patients.

独房 (2006年5月中旬)

今日から最もヤバイ囚人さんたちの居る独房の工事、仕事仲間の一人は 牢屋の中から「10トントラックでひき殺すぞ」と言われたらしくてかなりビビッていました。 このヤバイ独房は全5棟の内の2棟で、一週間をかけて工事を実施する計画です。
耳栓着用で仕事しようかなぁ?(笑)

厨房 (2006年5月下旬)

今日は厨房(炊場)の工事しました。厨房は常に稼動しているので、昼間は工事が 出来ないので、18時から20時までの夜作業でした。
さすが3000人の囚人さんの食事を作っているだけあって、小学校の給食室のデッカイ版でした。

(Late May 2006)Starting today, I was working on a cell containing the most dangerous prisoners, and one of my co-workers was quite frightened because someone inside the cell told him, “I’m going to run him over with a 10-ton truck.” These dangerous cells are two of the five buildings, and the plan is to carry out construction over the course of a week. Should I wear earplugs to work?

騒ぐ囚人 (2006年5月下旬)

保護房という建物(牢屋)があります。ここは騒いでどうしようも無い囚人さんが入るそうです。
府中刑務所では、5棟中20部屋位存在しますが、4部屋くらいが使用中でした。 その内一棟は古く映画で見る牢屋って感じが色濃く残っています。全ての保護房の内装は床,壁,天井 共に板張りで、便器に金隠しなし、天井は3メートルくらい、上の方に明り取り、出っ張りが無く、 相当暴れてもゲガしないような造りです。その内一部屋だけ内装前面にクッションが貼り付け られた所がありました。
この日の作業中に、叫びながら何処かをガンガン叩く音がしていました。

There is a building called a protection cell (jail). It seems that prisoners who are making a lot of noise and are helpless come here. At Fuchu Prison, there are about 20 rooms out of 5 buildings, but about 4 of them were in use. One of the buildings is old and still has the feel of a prison you see in movies. The interior of all the protection cells is made of wood on the floor, walls, and ceiling, there is no hidden metal in the toilet bowl, the ceiling is about 3 meters high, there is a light at the top, there are no protrusions, and the structure is such that it will not break even if it gets violent. Only one of the rooms had cushions pasted to the front of the interior. While I was working that day, I heard the sound of someone screaming and banging somewhere.

雨に負けず (2006年5月下旬)

看守さんの制服は、3種類です。夏、冬、間服があるそうです。5月は冬と夏の間で、1ヶ月だけ間服を 着るそうです。
刑務所内は雨が降っても傘はさしません。(ある意味傘は凶器になるからだそうです) 看守さんは、我々がカッパを着るくらいの雨でも制服のままです。まぁ、主要建物間は屋根付きの 通路で繋がっていて通常では濡れないのかもしれません。
でも、朝の出勤の様子を見る限り、傘をさしての出勤光景は見かけませんね。

There are three types of uniforms for guards. It seems that there are summer, winter, and intermediate clothes. May is the period between winter and summer, and people only wear clothes for one month. Even if it rains in the prison, no umbrellas are allowed. (In a sense, this is because umbrellas can be used as weapons.) The guards remain in their uniforms even when it rains so much that we wear raincoats. Well, the main buildings are connected by covered walkways, so you might not get wet under normal circumstances. However, looking at the way people go to work in the morning, I don’t see them coming to work with umbrellas in hand.

病棟 (2006年6月上旬)

以前、病棟の奥に、結核病室があると書きましたが、今日はそこの工事でした。
先ず、白衣を着て強力マスクをして入口で手を消毒します。30分くらいの作業でした。 それから、一般病棟の入口に居た点滴を受けていた寝たきりの囚人さんが居なくなってました。 亡くなったのかな?

(Early June 2006) I previously wrote that there was a tuberculosis ward in the back of the ward, and today there was construction work going on there. First, you will be required to wear a white coat, a strong mask, and disinfect your hands at the entrance. It took about 30 minutes. Then, the bedridden prisoner who was receiving an intravenous drip at the entrance of the general ward disappeared. I wonder if he died?

パン売り (2006年6月上旬)

今朝、炊場から多量のコッペパンを運び出していました。行き先は科学博物館?か何処かで 全国の刑務所で製作された色々な物の展示販売会でコッペパン2個100円 で売るそうです。このパンは大変評判が良くて直ぐ売り切れるらしい。

This morning, I was carrying out a large amount of Koppepan from the kitchen. Are you going to a science museum? It seems that somewhere, at an exhibition and sales event of various items made in prisons across the country, two koppepan will be sold for 100 yen. This bread is very popular and seems to sell out quickly.

カルガモ (2006年6月上旬)

ここには、カルガモ君が居ます。春にふ化した子供達は総勢14羽でカラスなど食べられて、 現在2羽が元気良く育っています。
刑務所内には3箇所に池が有り、アチコチ親子で歩き回っています。

Spot-billed duck is here. A total of 14 children hatched in the spring, and two of them are currently thriving and eating crows. There are three ponds within the prison, where parents and children walk around.

釈放 (2006年6月上旬)

今朝、白塗りのベンツが3台駐車していました、お勤めが終わったヤクザさんが出所しました。 お世話になった看守さんに、愛想良く何回もお辞儀していました。

This morning, there were three white-painted Mercedes-Benz cars parked there.The yakuza who finished his job was released from prison. He graciously bowed several times to the guard who took care of him.

模範囚 (2006年6月上旬)

牢屋の中に、ドアで区切られた「のぞみ寮」という所が在ります。ここには、模範囚が入るそうです。 10部屋程ですが、今日は空室でした。

Inside the prison, there is a place called “Nozomi Dormitory” separated by a door. Model prisoners are said to be placed here. There are about 10 rooms, but they were empty today.

出所まえ (2006年6月上旬)

誠心寮という建物が在ります。ここは釈放前約2週間の囚人さんが居るところです。 鉄格子もなく、ドアの鍵もなし、食堂で自由に会話できて、綺麗な内装です。

There is a building called Seishin Dormitory. This is where prisoners stay for about two weeks before being released. There are no iron bars, no door locks, you can talk freely in the dining room, and the interior is beautiful.
